Spatial Planning Advisor 

Due to staff changes and a growing portfolio, we are seeking temporary reinforcement with a Planning Consultant, expected for approximately twelve months, working three to four days a week. You will advise on determining routes and locations for new construction projects or expansions in the high-voltage grid and will ensure that the necessary spatial planning decisions and permits are obtained for implementation. Given the phase of the projects you are working on, the focus will be on coordinating and obtaining implementation permits. The role involves a combination of managing the content and organizing and coordinating the efforts of others, both internally and externally. You will work in multiple project teams with a project manager, environmental managers, engineers, and land affairs consultants.

You'll liaise with local residents, competent authorities, landowners, and nature conservation organizations to find spatial solutions and explain the choices made, despite conflicting interests and potential resistance from the surrounding community. Challenges you might encounter include major environmental compensation projects, a badger den at a proposed construction site, critical questions from a municipal council, conflicting requests to relocate a mast, or local landscape issues.

Your main activities

  • Coordinating and obtaining implementation permits for high-voltage projects;
  • Coordinating the spatial planning procedure for high-voltage projects under the National Coordination Regulation: a process involving NRD, EIA, integrated impact analysis, National Spatial Planning Plan/project decision and, if necessary, an appeal procedure at the Council of State;
  • Carrying out, supervising and coordinating EIA processes, ecological studies or the preparation or commissioning of a landscape plan, including drawing up requests for and coordination with consultancy firms.

Profile:

  • You have at least HBO working and thinking level, study urban planning or comparable;
  • Relevant work experience in the field of spatial planning and the environment and coordination of implementation permits for large-scale (infrastructural) projects;
  • This is a senior position in which we are looking for someone to hit the ground running and must be able to quickly start working independently;
