Job description

The Real Estate & Facility Management department is responsible for campuses, offices, project offices, and business premises, with the goal of safeguarding vital primary processes. Within his context, we are seeking a Central Security Quartermaster to guide the transformation of our security organization and lay the foundation for a future-proof security model.

Overall 

We are facing a major transformation. We are centralizing multiple tasks and responsibilities such as asset ownership, control room operations, and support functions, while simultaneously launching large-scale construction projects (such as warehouses, project offices, and control centers). This requires a robust and future-proof security structure, which must be embedded within both the organization and the physical construction projects.

As a project leader, you'll ensure this structure is firmly established: from setting up a central control room and translating central frameworks into concrete security requirements, to overseeing tenders and ensuring security in new buildings and infrastructure. Where necessary, you'll initiate tenders to ensure the central structure is supported professionally, efficiently, and sustainably.

The role

You will bring together three important security streams and thus help build the foundation for our future security organization:

1. Organizationally centralize control room activities – currently spread across multiple locations and service providers – into a single, integrated, future-proof model.

Client responsibility for the physical design of a new central control room, from design to delivery (implementation under the responsibility of Lead Projects).

2. (Re)tendering and professionalization of security contracts – based on a comprehensive new scope that combines control rooms, observation/investigation, and physical security tasks. This is done in close collaboration with Purchasing and the team of specialists.

3. In addition, you ensure (for new construction projects) that security is integrated by suppliers (e.g., contractors) in accordance with agreed standards. You ensure this is demonstrable through (system-oriented) contract management and external assessment. You initiate and manage the necessary procurement processes and set the framework for future collaboration with business partners.

In this role, you'll report to the Head of SPOC Security, and work together with the Real Estate & Facility Management team. You'll act as a project leader who outlines the process, establishes the initial structures, and prepares the organization for sustainable implementation and scaling.

Main activities

  • Quartermaster role: Providing direction for the centralization of security activities and building our future security model.
  • Security in projects: Design, implement and safeguard security measures within RE&FM projects, from initiation to delivery.
  • Client management & project management: Leading (sub)projects, managing external contractors and monitoring progress, budget and risks.
  • Policy translation: Translate central security frameworks into concrete project and contract requirements.
  • Compliance & audits: Coordinating audits, conducting risk analyses and initiating improvement processes.
  • Contracting & tenders: Initiating and supervising tenders and professionalization processes for security.
  • Stakeholder management: Maintaining a broad network within the organization and connecting internal and external stakeholders around security issues.
  • Awareness & culture: Strengthening security awareness and professionalism within projects and organizations.

Your profile and background

  • Completed HBO or WO education, preferably in security, business administration or information security.
  • At least 7 years of experience in the security industry, including several years in a project or project manager role.
  • Demonstrable experience in setting up new structures, programs or central functions.
  • Broad knowledge of security systems, contract management, tenders and ISO 27001.
  • Experienced in project management and familiar with risk, planning, financial and quality management methodologies.
  • Enterprising, results-oriented and convincing, with the ability to create support.
  • Strong communication skills and able to switch between strategic, tactical and operational levels.
  • Fluent in Dutch and English.
  • Willing to travel within the Netherlands for projects.
